gavel Contract Procurement
Proposals for federal, state, and local procurement opportunities. Flat-fee pricing, four tiers matched to contract size, with certification support available as standalone services.
You complete the free Contract Readiness Assessment (CRA) and share the opportunity (RFP, RFQ, RFI, IDIQ task order). We review fit, past performance positioning, and eligibility, then confirm tier and flat fee.
Our team drafts the required volumes (technical, management, past performance, pricing where applicable), coordinates internal subject matter expert contributions, and produces a submission-ready package to the solicitation's exact requirements.

Submission and post-award support
We submit on time through the required portal, support Q&A through the evaluation period, and support debriefings on unsuccessful awards when the procurement rules permit.

Proposal library setup
Every proposal draws on the same core material: your capability statement, past performance write-ups, key staff resumes, certifications, and standard company descriptions. We organize that material once into a proposal library. Each proposal then starts from the library, which is what makes the fees above possible.
- checkOne-time fee of $1,500, paid with your first proposal. It applies to every client who does not already have a library with us.
- checkIncluded for clients of the Operational Readiness retainer, which builds the library in Month 3.
- checkBuilt from documents your organization already has. If key documents do not exist yet, such as an annual budget, financial statements or written program outcomes, creating them is Operational Readiness work. The free Operational Readiness Assessment shows which applies to you.
- checkThe library belongs to your organization, including for proposals you submit on your own.
- checkOrganizations that also pursue grants can add a grant library later for $500, since most of the core material carries over.
How we assign tiers
We set the tier at intake based on contract value and proposal complexity. The Contract Readiness Assessment gathers eligibility, past performance, and procurement context to match you to the correct tier and confirm pursuit fit.
We price by the work, never by the award. No commissions or success fees, and the fee is the same whether or not the application is funded.

Payment terms
- Tier 1 and Tier 2: paid in full at kickoff.
- Tier 3: 50 percent at kickoff, 50 percent on submission.
- Tier 4: custom milestone structure defined at scoping.
Expedited delivery
Solicitations frequently compress proposal timelines. Standard turnaround is set to the solicitation deadline. Rush work requiring compressed internal schedules or weekend coverage carries a 25 percent premium, confirmed at scoping.

Certifications and registrations
Standalone services, often pursued alongside or before a first proposal engagement.

Sequencing. Organizations pursuing proposals frequently need SAM.gov registration or a proposal library, which includes a capability statement, in place first. We will flag prerequisites during the Contract Readiness Assessment and recommend sequencing. If you need multiple items in sequence, see Bundle pricing below.
Bundle pricing
Bundle multiple certifications and registrations together and save 25 percent off the à la carte total. Bundles match the typical sequence: organizations new to federal contracting usually need SAM.gov registration and a proposal library, which includes a capability statement, in place before pursuing any set-aside certification.

Custom bundles
Any two or more services from the certifications table can be bundled together for 25% off the à la carte total. You are not limited to the five named bundles above.
Eligibility note
Each set-aside Launch bundle requires only the eligibility for that specific certification. The Foundation bundle has no set-aside eligibility requirement at all and is open to any business:
- WOSB Launch: women ownership
- SDVOSB Launch: service-disabled veteran ownership
- HUBZone Launch: geographic and employee residency criteria
- 8(a) Launch: social and economic disadvantage
We confirm eligibility during the Contract Readiness Assessment before committing to any bundle.
Public and private sector scope
Our proposal work extends to state, local, and federal procurement. Private sector RFPs and RFQs are handled on a case-by-case basis; reach out for scoping.
Contract Procurement engagements work best for organizations pursuing a specific solicitation or working through a certification pathway, with their registrations, financial controls and records already in order. If you are not sure where your organization stands, the free Operational Readiness Assessment shows it before you spend money on a proposal.
Frequently asked questions
Do I need to take the CRA?
expand_more
Yes. We ask every prospective contracting client to complete it before we discuss an engagement. Your answers give us what we need to check eligibility, confirm pursuit fit and set your tier. If you would like to talk with us before the assessment, you can book a free strategy call.
How do you assign tiers?
expand_more
Tier is determined by contract value. A $1.5M IDIQ task order is Tier 2; a $25M federal contract is Tier 4. Tiers are not self-selected, because proposal complexity tracks with contract value: volume requirements, past performance demands, and evaluation depth all scale with the size of the opportunity. We confirm the tier and lock the flat fee at intake before any work begins.
Do you handle set-aside certifications?
expand_more
Yes. 8(a), WOSB, EDWOSB, HUBZone, and SDVOSB applications are all available as standalone services (see the Certifications and Registrations section above). For organizations new to federal contracting, we typically recommend SAM.gov registration and a capability statement before the first proposal pursuit.
Should I also take the Operational Readiness Assessment?
expand_more
We recommend it. Contracting officers review your organization along with your proposal: governance, financial controls, filings and records. The
ORA is free and shows the gaps most likely to cost you an award. The ORA is optional for Contract Procurement. If you apply before those gaps are closed, that choice is yours, and the fee stays the same whatever the result.
